Clearly the cable box is saying this is an EAS "Emergency Alert System" message. I can confirm that to be the case since a storm (not quite a Derecho) was bearing down on us at the time. There seems to be a fail because only "too much work at interrupt" was displayed. I personally miss the old colored bars that used to pop up; at least it worked. I hope it is working the next time something critical comes up.
